About

The implementation of the previous national digitalisation strategy for 2011-2015 (“Den Digitale Vej Til Fremtidens Velfærd: Den Fællesoffentlige Digitaliseringsstrategi 2011- 2015” 2011) provides a solid foundation for the digitalisation of public and private services constituting of digital identity (nem-id), secure communication (e-boks), common digital architectures and taxonomies for the public sector and access to public data.

However, as articulated several places, including the present investment strategy for ICT from the innovation foundation and the national digitalisation strategy for 2016-2020 (“Et Stærkere Og Mere Trygt Digitalt Samfund: Den Fællesoffentlige Digitaliseringsstrategi 2016-2020”) there is an unmet need for technology and methods for effective, user- centric, locally anchored and adaptable digitalisation of processes that ensures high quality and exploits the large amount of available public data, while remaining compliant with frequently changing legal regulations, including the cross-cutting EU General Data Protection Regulation that took effect by May 2018 and puts new strict requirements on all case management processes involving personal data of any European citizen.

EcoKnow will focus on case management processes in local government, in particular processes involving services and benefits offered to young persons with special needs and unemployed citizens regulated by the Danish law on Social Service “Serviceloven” (Bekendtgørelse Af Lov Om Social Service 2017) and the Danish law on Active Employment Effort (Lov om en aktiv beskæftigelsesindsats) (Bekendtgørelse Af Lov Om En Aktiv Beskæftigelsesindsats 2016) respectively. These processes are characterised by having deep consequences for the lives of citizens, having high and unpredictable costs and being subject to complex, changing legal regulations.

Approach

The project follows a multidisciplinary situated design process, bringing together key vendors of work process digitalisation and business intelligence (KMD, DCR Solutions, Infoventure and MAPS Italy), key stakeholders for the dissemination and acceptance of the developed solutions (Syddjurs, Gladsaxe and Copenhagen Municipality, Globeteam, Kammeradvokaten, Dansk Socialrådgiverforening, KL, OS2, CFIR, Infinit) and leading national and international researchers from KU, ITU, DTU, Tartu University, ETH Zurich and VU Amsterdam. The researchers cover three scientific disciplines:

1) Ethnographical studies of work-practices, software development and computer supported cooperative work

2) Theoretical computer science studies in formal process models, process-mining, security and compliance monitoring and adaptive case management technologies

3) Empirical studies of the understandability and usability of work process descriptions
